2025 Skate Park
The Build Operate Transfer contract has been signed with GM Development for the new skate park. Final construction documents are being developed and we plan for a spring 2025 ground breaking. This will be a great addition to our Rice Island Park facility. With luck, the park may be open in late fall 2025.
2025 Water Projects
We have already begun plans for 2025 water projects. (1) A short 400′ section of 6″ water main on Williar AV will be upgraded to 10″. This will increase supply and fire hydrant flows to the area north of Hillview DR. (2) A 1200′ section of old 4″ cast iron water main on Dale AV will be moved to the road frontage and replaced. We have a high leak history in that area. And (3), If funding allows, we will complete the short Settlers Trace tie line. Looping this line will allow us to keep customers in service during leaks or other outages.
2025 Sewer Projects
We will continue our maintenance of the older portions of our sewer collection system. (1) We will be upgrading our Settler’s Trace Lift Station because of growth in that area. Work is expected to begin in January. (2) We will be replacing some main electrical panels at the old sewer plant on W Poplar ST. These panels are being raised out of the flood plain onto a platform. (3) We are re-lining some 6,500 feet of original 1939 sewer mains between E Walnut ST & E Chestnut ST. Many of these lines are off the street in right of way. And (4) We will continue to rehab our oldest manholes. Plans are to do at least 75 in 2025.
2027 N Capitol AV INDOT Project
This project has been delayed. INDOT is planning on completely rebuilding N Capitol AV from Walnut ST to the Indian Creek Bridge. The exact timeline is not yet set. This is a State of Indiana Highway, and INDOT oversees this project, and the Town has little input on it. What we do know is that the road will be completely closed to through traffic and will be done in five phases for homeowners to maintain local access. We will try to keep our residents informed.
2026/27 Urban Trails Project
This project is funded 80% by Federal Highway dollars and 20% by the Town. It includes a new 8-foot-wide multi-use path from the Farmers Market north to E Chestnut ST, then east on E Chestnut ST (on both sides of the street) to the Senior Loft Apartments / proposed Skate Park. Preliminary field collection work and engineering drawings are currently in progress. This project will increase walking and biking access in town. Ultimately, we wish to connect with the existing Indian Creek Trail system.
